It looks like you are trying to use the default configuration that would be loaded by the .Net BC from registry with this call. Open the Microsoft Dynamics Ax Configuration Utility, select in the Configuration Target -> Business Connector and make sure that the info you have there are the proper ones (as the ones in your local client. Also, make sure in AX that the proxy user in System administration -> Setup -> System -> System service accounts has the proper value. Also, make sure that the windows account you are running this code from has a valid AX logon, and has the proper rights in AX to connect via BC.
